This isn't quite a placebo, but one of my least favorite UI tricks in this vein is OS X's scrollbars, in which the completed portion of the bar has an animated background that moves even when no progress is being made. This gives the illusion of progress which can be sort of comforting ("At least my computer is doing something and I am not staring at a dead box for nothing"), but it's basically just a trick. Annoying.
